What causes this issue?

You have entered a <DS:GLOS.valuation_code>valuation code</> for a
<DS:GLOS.measurement_document>measurement document</> or called up
possible entries for the valuation code.
However, at the corresponding measuring point a code group is not
defined.
As long as no code group is defined at the measuring point, a
valuation code can not be entered. In the event of a valuation code
being entered, it will not be transferred from the system.
