You are trying to create a <GL:measurement_document>measurement
document</> for a <GL:measuring_point>measuring point</> that has not
been defined as a <GL:counter>counter</>.
A measurement document that has not been reversed already exists for
the measurement time you have entered.

System Response

The sytem will allow the entry.

How to fix this error?

Check if this is double entry.
You should also note that <GL:number_assignment>number assignment</>
for measurement documents is buffered, and so the sequence of the
document numbers does not always correspond to the document creation
sequence.
