    reference location that are not currently flagged for deletion.
    Functional location &V2& was found first.

    If you wish to flag a reference location for deletion, all assigned
    functional locations should also be flagged for deletion or the
    assignment should have been canceled earlier.
    Before objects with deletion flags are actually deleted, a check is
    again carried out for dependent objects.
