How to fix this error?

Make an entry for the identifier in the header. If you want the system
to assign numbers, use a '$' sign as the first character of this field.
All identifiers that begin with a '$' sign will be reassigned by the
system.
If the first character is not a '$' sign, you must use a number from
the external number-range interval that corresponds with the number
assignment for <DS:DE.VHIART>packaging material types</>.
