    You want to create or update an assignment for substructure &V1&. This
    is either a substructure that has no higher-level book structure, or a
    substructure assigned to a higher-level book structure through a link
    (STRUCTLINK).
    The system can only export a substructure if it is assigned to a book
    structure by an include (STRUCTINCL).

    System Response

    It is not possible to create new assignment. If an existing assignment
    is updated, it will be deleted.

    How to fix this error?

    In consultation with your power user decide how you should proceed.
