What causes this issue?

The WBS element cannot be defined as <LS>Grouping WBS element for
selected MRP groups</> (2), because <DS:DE.GRONTOP>automatic
requirements grouping</> is active for the project.
In the case of automatic requirements grouping, you can only define
<ZH>one</> WBS element as the <LS>Grouping WBS element for all
materials</> (1).
