During the calculation process the program needs the partner defines as
operator and the partner defined as government. This assignment was not
    found.

    System Response

The program has to be terminated

    How to fix this error?

Please check the PSC master data. It has two fields where the
government and the operator can be defined. The reason that those
fields are needed is in the reporting ledgers.
Since the contractor share is split by partner, it is necessary to
post the operator share also with a partner information. Same is true
for the government share. therwise both postings would have partner
blank and would be collected to one line on summary level.
