What causes this issue?

When setting the Grant status to Award, a Sales Order will automatically
be created for the Grant billing process. For a Grant with Internal
numbering, the Grant number has not yet been assigned to the Grant. An
initial grant number cannot be used to create the Sales Order.

System Response

The Sales Order will not be created.

How to fix this error?

Save the Grant prior to attempting to set the Grant status to Award.
