What causes this issue?

The use of interpreted rules is no longer supported, however you can
convert the interpreted rules into generated rules.

How to fix this error?

Convert this client to the use of generated rules: If you no longer
need the old, interpreted rules, you can convert the system to the use
of generated rules by running the RGUGBR15 program. Select the
"Generate rules" parameter only.
If you want to convert the old, interpreted rules into generated rules,
execute the following program:
