What causes this issue?

Cons group &V1& entered by user &V2& in the global parameters has
further subordinated cons groups assigned in the CG/GU hierarchies.
Therefore calling up this special monitor is not possible, as it is
only suported for groups on the lowest level (only cons units can be
assigned).
