    You want to copy sets from &V1& &V2& to &V1& &V3&. The set &V4& should
    have been deleted, either because you explicitly specified this or
    because it is to be replaced by a set of the same name. However, the
    set could not be deleted.

    How to fix this error?

    Make sure that you have authorization to delete sets.
    Make sure that the set was not blocked during copying. This could have
    happened if it was accessed by other transactions.
    If the set is used in other sets that are not affected by the copying,
    delete these sets separately.
