What causes this issue?

The task &V1& (which precedes task &V2&) is not "blocked" yet. This
status must be achieved before task &v2& can be blocked in period &V3&/
&V4&.

How to fix this error?

Execute the tasks preceding &V2& (as defined in Customizing) for period
&V3&/&V4& in update mode without errors, and then block them.
The same applies to tasks that need to be executed and blocked prior to
&V2& due to validation requirements (implicit preceding tasks).
Only when when all of the tasks preceding task &V2& (including &V1&)
are blocked (in period &V3&/&V4&) can you also block task &v2&.
