What causes this issue?

When you want to change a master production order or planned order, and
remove quantity from the SKU data (or set it to zero), the corresponding
planned or production order is unassigned from the respective master
planned or production order. The unassigned planned order is deleted
from the system whereas the unassigned production order is set to be
deleted.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
