which you activated BCS.

How to fix this error?

Define a year for BCS activation in Customizing and select only previous
year(s) for the migration run.

You can select a year for migration since the year in which you
activated BCS, if you choose a frozen version for the target version. As
this is not a standard use of the migration tool, frozen versions are
not available for selection here. Nevertheless, you can enter them
manually.
