How to fix this error?

It is possible to change the number of colocation groups in both the
test and development systems. After the colocation group have been
changed, the INITIAL LOAD programs should be called up. The first step
in these programs initialize the COLOGRP fields in the tables and set
the COLOGRP fields according to the new Customizing in the second step.
In the production system, it is not permitted to change the colocation
groups that have once been set to a number.
