What causes this issue?

The function for downloading DME files is supported in the DME
administration. This means program RFFODOWN is now obsolete.
The attempt to load a DME file onto PC can, in particular, fail if the
file was stored in the so-called TemSe and not in the file system of
the underlying operating system.

How to fix this error?

Use the <DS:TRAN.FDTA>DME administration</>.
In the payment program menu, you find the DME administration under
Environment.
