What causes this issue?

A new Software Component was registered for program-based SWC transport.
At this time no program is generated for this new created Software
Component.
As soon as the registered software component is created (in Modeler),
programs will be generated for all entities of this software component
(models, data types, ...). Using transaction SCWB the registered
software component and all its entities can be transported in other
internal systems. Using SAP notes, the corrections of the registered
software component can be made available for the customers.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
