What causes this issue?

All components of the project have been (de)activiated/have the status
"(in)active". All programs, screens, and menu interfaces for components
that belonging to the project are freshly generated at activation
(programs the first time they are started). Enhancements become visible
the first time that enhanced transactions are started.
After a project has been deactivated, its enhancements are no longer
visible.
