What causes this issue?

Meter reading units have been allocated to the main meter reading unit,
and for these meter reading units a street route has already been
maintained. The street routes are now maintained together with the
street route of the main meter reading unit.
When the transaction "Maintain Street Route" is called, the system
automatically determines which devices no longer belong to the street
route. These are deleted from the street route automatically.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
