    The system did not find the official region coding for region &V1& of
    the country with country key &V2&. The official region coding may
    deviate from the region keys you are using in the SAP system.
    Therefore, you have to assign a new code to the internally used region
    codes according to the official coding. The system did not find the
    official coding and could thus not assign a new code.
