What causes this issue?

You have assigned ship-to party &V2& a license. The home country &V1&
of ship-to party &V2& has not yet been assigned license as a
destination country.
&USE&
The system checks the destination country and the ship-to party during
the automatic licensing process.
If the entry is left incomplete, the system can never use this
particular license for a document with destination country &V1& and
ship-to party &V2&.
