    There are no billing documents relevant for declaration for the period
    which you specified.
    When you create the KOBRA declaration, there can be another reason for
    this system behavior:
    The commodity codes of all materials relevant for declaration are
    stored in the report itself. If no material with such a commodity code
    has been exported or dispatched in the period to be reported, you do
    not have to create a declaration.
