What causes this issue?

You cannot create a follow-up document for settlement document &V1&
because of the current status of the document.
To create a follow-up document, the following conditions apply:
The document must not have a <LS>completed</> status.
The current run must not have a <LS>created</> status.
The current run must not have a <LS>started</> status.
There must be no run with an <LS>ok</> status.
Exception: The settlement document is active and you have the
appropriate authorizations.

How to fix this error?

If the current run has a <LS>created</> status and it is not the
original run, delete it.
If the current run has a <LS>created</> status and it is the original
run, reselect the settlement units by reentering the variants.
If the current run has a <LS>started</> status, stop the run.
If a run with an <LS>ok</> status exists, you cannot create a follow-up
document.
