What causes this issue?

You want the editor to execute a program which has not yet been saved.
To do this, it creates an internal copy of the contents of the editor
as a program under a name which is made up from the program name by
overwriting the first character with '!' and possibly the second
character with a number.
All names in this name range have, however, already been filled.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please save the contents of the editor before you execute it.
Please check whether all reports in the name range '!......' are still
needed.
