What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

You can assign the Enter key in lists, to trigger an action when it is
pressed (refresh list, for example).
However, you cannot then use SET USER-COMMAND for that list, since the
function code assigned to the Enter key is always triggered, and not
the one you tried to set using SET USER-COMMAND.
