What causes this issue?

Since the statuses that use this function key setting have different
types, any standard checks and input help can only be incomplete. Also,
it may not be possible to assign values to all the function keys that
are supposed to contain values.
Example:
On screens, a function code on F4 is not passed to the application
program. Instead, a module under 'PROCESS ON VALUE-REQUEST' is called.
If you want to program input help on lists yourself, F4 must have a
function code that can be read in SY-UCOMM during the event AT
USER-COMMAND.
