What causes this issue?

You simulated billing for contract &v1&. During this simulation, rate
category &v2& has to be replaced by rate category &v3&. In the
simulation period that you selected, a rate category change exists for
contract &v1&. Rate category &v4& is used in addition to rate category
&v2&.
The simulation scenario does not support billing simulation with more
than one rate category.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
