What causes this issue?

The customer and business partner are held parallel to one another in
the system. Customers are generated in the background during creation
of business partners by specifying a reference customer.
The direct creation of customers is not planned.
You can only create reference customers. To do this, the account group
specified in customizing must be intended for reference customers
(table TECST).

The transaction has been terminated.

How to fix this error?

Create a business partner with a reference customer or choose an
account group that is inteded for reference customers if you have
authorization.
