What causes this issue?

The derivation uses the data structures for the transfer rule. For each
derivation a sender structure is used which is called '??$?NNN?'. This
sender strucure is already available in your system.

The derivation rule cannot be created.

How to fix this error?

Rename the sender structure. Afterwards you can create the derivation
rule.
