source is a phase or a checklist. The parent of the target is the
project definition. This is not permitted.
The system does not move the project element.
You can only move a project element if the parent of the source and the
parent of the target are on the same level.
Example:
You can move a task below a phase to the same phase or another phase.
You can move a task below a checklist item to a phase, another checklist
item of the same checklist, or another checklist.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
