    Every rule has a logical and a physical name. When a rule is associated
    with an event, it is linked to the event by its logical name. When rule
    is used by another rule, it is linked to the rule by its physical name.
    The physical name of a rule is different at every level (migration
    object, project, and subproject). For example, if the logical name of a
    rule is RULE1, then the physical name of the rule will be RULE1_P at
    project level, and RULE1_S at subproject level.
