What causes this issue?

DB2 offers the possibility to filter the statements in the dynamic
statement cache by a number of statistics field with a given threshold.
To be eligible for reporting, a cached statement must have a value for
the selected statistics field that is not smaller than the threshold.
This option is not available for times counters.
