What causes this issue?

To set up the planning table you should use the layout key &V1&, type
&V2& (category 1: layout key for field selection, category 2: sort key)
in language &V3&. However, the system did not find the
language-dependent entries. The texts for the layout key &V1& could not
be set up.

How to fix this error?

You should edit (eg.save) the layout key &V1&, category &V2& in
language &V3& in Customizing (capacity planning). Select the menu
options Capacity leveling -> Planning table (tab) -> Layout -> Layout
key or -> Sort key.
