What causes this issue?

The BW lists are to be transferred into new PPR's.
Because the permanent top n lists have already been transferred, a PPR
may already exist with the same shop and the same target group. If so,
a new PPR is not generated. Instead, the products in the BW-generated
list are attached to the existing PPR with type 89.
This means that the number of BW lists may be greater than the number
of PPR's generated for the BW lists.
