What causes this issue?

The determination of <ZK>Incentive and Commission Management</> is
called in the method BUILD of the root requirement. However the standard
implementation <ZH>only</> supports the root requirement delivered by
SAP that is identified through the constant CL_CRD_RUNTIME_CONSTANTS =>
C_CRD_ROOT_REQUIREMENT_SE.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to use another root requirement, you must use another
implementation of the determination.
