You want to assign an item to an operation. However, there is no
assignment from the routing for the operation to the BOM material in
the item. If the item is found in a phantom assembly there is no
assignment from the routing to the material, into which the phantom
assembly is inserted.

How to fix this error?

Assign the BOM material in the item to the routing for the operation.
If the item is found in a phantom assembly, assign the material, into
which the phantom assembly is inserted, to the routing.
Create the component assignment.
