What causes this issue?

If a distribution method is active for cost accounting, certain data
may only be maintained in the central system of the controlling area.
For example, master data for cost centers, cost elements and activity
types, and the standard hierarchy for cost centers. Controlling area
&V1& is assigned to the logical system
&V3& (= Central system of the controlling area), while you working in
logical system &V2&.

How to fix this error?

You can only maintain the required data in logical system &V3&, from
where it can be distributed to the local systems.
