What causes this issue?

The used systems (sender, receiver and control) have NLS and code page
settings that are not recommended and not supported by SAP.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

The RFC destinations are working but with a data transfer your system
could get data that are corrupted. Means you can use the RFC
destinations but in your own responsibility.
