If a rule has a parameter, then you must specify a value for the

Neither the old value nor the new value may be initial
The values of the old value and new value fields must differ
The following examples illustrate this:

Values that are to be uploaded from the excel file will be checked both
against themselves and against anything already found on screen.
Incorrect entries will simply be ignored, but the system displays this
error message.
Data should be uploaded from an Excel file with the CSV format. Only the
first four columns of the file are relevant. These must contain the:
Rule name
Parameter name
Old value
New value
If there is no parameter for the given rule then the parameter name
should remain blank. The column must not be omitted because there is no
value.
Values that are to be uploaded from the Excel file will be checked both
against themselves and against anything already found on screen.
Incorrect entries will be ignored, but result in a message that
describes the correct format.
Note that if duplicated values are contained in the Excel file then the
first one will be accepted - providing, of course, that it does not
duplicate an already existing entry. Any following duplicated file
entries will be rejected.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
