For the target secondary cost element &V1& in controlling area &V2& no
priority indicator is provided. This can lead to inconsistencies during
the conversion.
To run the transformation solution, each target secondary cost element
must have exactly one source secondary cost element with the priority
indicator set (reference secondary cost element) or exactly one source
secondary cost element from the reference controlling area.
If no priority is provided for a target secondary cost element, the
priority indicator is taken from the controlling area mapping. This is
only possible if exactly one of the source secondary cost elements is in
the reference controlling area. If two or more of the source secondary
cost elements are in the reference controlling area multiple priority
indicators are provided. If none of the source secondary cost elements
is in the reference controlling area no priority indicator is provided.

refer to note 1682084.
You cannot run the transformation solution Controlling Area Merge
because certain prerequisites have not been met. Please change your
mapping accordingly.
