What causes this issue?

It was unable to extract structure of cluster RELID <&v1&, &v2&>
from DDIC. This shouldn't happen because, in principle, RELID's
structure is only extracted from dictionary when it was earlier
determined, that the structure is defined in DDIC. Generally this can
only happen when there are some inconsistencies of DDIC definitions of
structures from T52RELID table.
