What causes this issue?

During a conversion, its applicability can be limited so that it covers

place during the conversion; the check program finds out the
organizational unit to which a given record belongs and determine if
this record should consequently participate in the conversion or not
(that is, if it should be converted or left unchanged).
For the delivery packages, you can specify if you want this function to
be active for the package, if it can be activated if required, if it
must not be activated or if the decision whether to activate the
function or not is made during the conversion based on the package
settings.

System Response

An analysis of the settings has shown that delimitation for the
conversion package should take place. However the required package
module 10030 does not exist in source client &V1&.

How to fix this error?

Check if you need an additional transport that contains package module
10030.
