What causes this issue?

You want to add an agent to the similar exposure group. However, the
list of agents has fewer agents than expected or no agents.
In the current similar exposure group, you can only reference objects
that match the similar exposure group's current settings. For example,
if you have created a similar exposure group for a location and a
specific job, you can only add additional agents that have been assessed
as risks in a job hazard analysis for that job at that location. The
system displays only the agents that you can add.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
