Customizing activity <DS:SIMG.EHS_ESC_PHRAS_UOM>Assign Phrases to Units
of Measurement </>, the system tries to convert the unit of mesurement
with a value into a different unit of measurement of the same dimension,
which is available in the Customizing activity.
In this case, this was not possible as the unit of measurement does not
exist or there is no dimension for this unit of measurement.
