What causes this issue?

You can mix 1.6N explosives. The Compatibility Group of the mixed set
remains N if the explosives belong to the same family or if it has been
shown that, in case of a detonation of one explosive, there is no
instant transmission to the explosives of another family (the families
are then called ?compatible?).
If this is not the case, the whole set of explosives must be considered
as having the characteristics of Compatibility Group D.
