The commission case is set to pending due to this error.

No base value splitting should be defined for participation &V1&.
No hierarchical relationship should exist between participants &V1&/&V2&
and &V3&/&V4& (field <ZK>H-L Position</> of the relation).
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
