The document cannot be created because there are inconsistencies in the
specification of the outline structure.
Check the assignment of the outline levels for package number (field
PCKG_NO) &V1& and line number (field LINE_NO) &V2& to each other.
Note:
For the subordinate outline level, the value of the HI_LINE_NO field
must correspond to the line number of the higher-level outline level in
the hierarchy (LINE_NO field).
In addition, ensure that the hierarchy levels (field OUTL_LEVEL)
coorespond to each other. The hierarchy level can have the values 1 to
5.
With subordinate outline levels, the group of hierarchy levels must be
greater by one than the value of the higher-level outline level.
