What causes this issue?

An archiving and reorganization program wanted to to set a lock to
restrict the use of the online application for the archive run.
It was then found that the system is locked globally for all users.

System Response

The archiving program is terminated so as not to hinder the initiator
of the global lock.

How to fix this error?

Please wait until the system has been released before you restart the
archiving program.
