What causes this issue?

When deleting an origin assignment to an investment profile and origin
structure, the system determined that this deletion would cause an
inconsistent dataset. This problem can have various causes.
In general, the original assignment is already being used, along with
the investment profile and the origin structure, for the asset under
construction for a capital investment measure. Therefore it cannot be
deleted.
