What causes this issue?

The settings for the current client in table T000 do not allow the
transport of Customizing or the maintenance of Customizing completely.
Your system setup seems to have a separate Customizing client.
Some enhancement types require the generation and transport of
client-dependent Customizing. This is not possible in this client. The
Customizing has to be generated in the Customizing client and
transported using a separate transport request.
The Application Enhancement Tool does not support the automatic
generation of Customizing in a separate client.

System Response

If an enhancement is generated that requires the generation of
Customizing, a warning message is displayed to notify you that the
Customizing is not generated and transported automatically.

How to fix this error?

You have to generate and transport the Customizing from the Customizing
client manually. You have the following options:
You can start the report AXT_EXT_GENERATE_CUST. In this report, you
need to specify the enhancement ID and a Customizing request.
In the WebClient UI, you can choose the <LS>Regenerate</> button.
